You can access your mailbox from any other phone, just dial your number once you have been transferred to voicemail and after hearing the welcome message press * and then enter your voicemail PIN, then follow the instructions.

Why can't I subscribe to Voicemail Mail Service (VMS)?

Because you are subscribed to the Missed Call Notification (MCN) service
In order to subscribe to the Voicemail service, you must first unsubscribe from the Missed Call Notification service (to unsubscribe, send 0 to 133).

What happens if the debt is not paid?

If the subscriber does not settle the full amount of the debt, the phone line will follow the usual procedures. The phone line will be reset and put up for resale.
